Judge’s note: In reviewing 37 entries of three headlines each, I saw a lot of good, solid work. Many heads said to me, “Yep, that’s the grabber I might have chosen for that story,” but none said, “Wow.” I'm recognizing three outstanding headlines; If the three had been in a single entry, the entry would have merited first place. Because each was accompanied by two ordinary headlines, however, all awards are honorable mentions.
