Second Place
Tony Ortega, Phoenix New Times, "A Different School of Thought"

"Only millimeters behind, in my estimation, was 'A Different School of Thought,' which in very nearly compelling a manner describes what happens when an underprivileged minority --exercising unanticipated wit and cleverness - unexpectedly changes a government program designed for others to its own advantage. What happens, at least in Arizona, apparently, is that the rules get changed."

Third Place

"[This] is a workmanlike review of the cultural ills afflicting Arizona - and most other states in the nation in one way or another - in the late 1990s. The report touched on a broad array of problems... In opting for breadth, however, the package seemed to sacrifice the depth and vibrancy that can often bring issues of racism and discrimination to life, even for those not experiencing them. A commendable effort, all the same."
